[問題]i18n

Hi! Friends,

I have just installed woody (glibc2.2.5 of course). I don't see
/usr/share/locale/i18n/
though
/usr/share/locale/zh_TW/
and
/usr/share/locale/zh_TW.Big5/
are there.

/usr/X11R6/lib/X11/locale/zh_TW.big5
also exists and I did
ln -s /usr/X11R6/lib/X11/locale/zh_TW.big5 /usr/X11R6/lib/X11/locale/zh_TW.Big5

"locale -a" shows only:
C
POSIX

The i18n_tool test program

LC_ALL=zh_TW.Big5 ./a.out
displays:

LC_CTYPE = (null)
encoding = ANSI_X3.4-1968
X locale = OK

Question: Please show me the procedure to install and configure in order to get
/usr/share/locale/i18n/
installed in my Debian?

# apt-get install locales

or

# dpkg-reconfigure locales
