You said your distribution is Woody 3.0, but according to other information (gnome-font-properties, gnome-core package, testing, etc.), you are actually running Sarge.
Anyway, in Debian, GNOME use system default font as the window title font. So you can't change the font for window title only and the button is gray in the preference dialog. Try change your system font (the first in the dialog) and see if it works.
I didn't remember how exactly it works (I just use the default Vera and it looks very nice to me), and I don't have access to my Debian box right now, I'll come back later with more details.
