maybe apt-get install intlfonts-chinese can solve your problem...

apt-install xfonts-intl-chinese
and in xcinrc, set FONTSET, OVERSPOT_FONTSET to something like
"-sony-*-24-*-iso8859-1,-*-medium-r-*-24-*-big5-0" (for zh_TW.Big5)
and in xcinrc, set FONTSET, OVERSPOT_FONTSET to something like
"-sony-*-24-*-iso8859-1,-*-medium-r-*-24-*-big5-0" (for zh_TW.Big5)
